The Division is seeking informal comments on the following DRAFT new bulletin:
The Colorado Division of Insurance (the Division) has received complaints from providers and consumers alike related to the ability to participate in and receive care from behavioral health, mental health, and substance use disorder (SUD) networks across the state with consumers waiting up to ninety (90) days at times to seek mental health, behavioral health, and SUD care and providers waiting several months to receive credentialing and network participation approval. Data like these illustrate the importance of reducing barriers and streamlining processes for mental health, behavioral health, and SUD providers to participate in commercial networks and meet the growing need for services.
This bulletin is intended to provide guidance to all carriers offering individual, small group, large group, and student health benefit plans and managed care plans, including health-savings-account (HSA)-qualified health benefit plans, that are subject to the insurance laws of Colorado, regarding credentialing standards for licensed mental health, behavioral health, and SUD providers to ensure Colorado consumers have necessary access to such services. This guidance applies to carriers and contracted third-party administrators (TPAs).
