Title Insurance Advisory Group
Under Senate Bill 25-277 the former Title Insurance Commission has been repealed and replaced with the Title Advisory Group to support ongoing industry input and regulatory dialogue. The Title Advisory Group serves as an advisory body to the Commissioner of Insurance (“Commissioner”) concerning title insurance matters and will hold meetings twice each year. The first meeting took place on January 12, 2026 and the second meeting is scheduled for July 9, 2026. Representatives of the title insurance industry and the Commissioner, or the Commissioner’s designee, will attend each of the meetings. Participation is open to the public and interested parties may engage by attending scheduled meetings.
The Division of Insurance has established a new dedicated email address to serve as the primary point of contact for the Title Advisory Group. This advisory group will have no formal appointment process.
This email address, dora_ins_titleadvisorygroup@state.co.us, will be used exclusively for the Title Advisory Group to submit formal proposals or recommendations for consideration by the Commissioner.
Please note that all other matters, including those related to rates, fees and associated filings, must continue to follow established procedures and be submitted through SERFF.
Affiliated Business Disclosures
Section 10-2-401(6), C.R.S. requires every title entity disclose the names of all affiliated business arrangements to which the agent or the agency is a party. To accomplish this, the Division of Insurance created the Affiliated Business Arrangement Disclosure Form, which must be completed and submitted with the license application.
The Division has issued Bulletin number 1.22, which outlines the disclosure requirements. Every individual must complete the disclosure when obtaining a new license, renewing an existing license or within thirty (30) days of any changes to the disclosed affiliated business arrangement information. The Responsible Producer of an agency must complete the disclosure on behalf of the licensed agency.
