The Division is seeking comments on the following draft proposed amended regulation and draft proposed amended bulletin:
The purpose of this regulation is to establish the procedures for noticing and conducting public hearings on proposed Colorado Option Standardized Plans that fail to meet the premium rate reduction or network adequacy requirements as required by § 10-16-1306, C.R.S.
This regulation is being amended to implement process improvements identified during the plan year 2026 public hearing process.
The purpose of this bulletin is to provide carriers with additional guidance to comply with the premium rate reduction requirements of the Colorado Option Standardized Plans pursuant to Colorado Insurance Regulation 4–2-85.
This bulletin is being amended to update the medical inflation estimate in order for carriers to develop their standardized plans to ensure compliance with state law for plan year 2027.
