The Division is seeking comments on the following draft proposed new bulletins and repeal:

The purpose of this bulletin is to clarify the Division's position regarding coverage for biomarker testing for a covered person in accordance with SB 24-124.

The purpose of this bulletin is to clarify the Division's position regarding doula coverage for a covered person in accordance with SB 24-175, and to request information from carriers and other interested stakeholders.

The purpose of this bulletin is to clarify the Division's position regarding coverage for PANs/PANDAs for a covered person in accordance with HB 24-1382.

The Division has received inquiries from life insurers requesting guidance regarding the manner and format of the interim progress report required by Colorado Insurance Regulation 10-1-1 for life insurers that use external consumer data and information sources (ECDIS), or algorithms or predictive models that use ECDIS, in any insurance practice, as specified in Colorado Insurance Regulation 10-1-1. The purpose of this bulletin is to provide the requested guidance.

This bulletin is being repealed as it is no longer necessary. It was issued as industry guidance for interim reports for life insurers. These reports have already been submitted.

Please submit your comments on these draft proposed new bulletins and repeal no later than 5 PM, November 14, 2025 to DORA_INS_RulesandRecords@state.co.us.
