The Division is seeking informal comments on the following draft revised bulletin:
The Colorado Division of Insurance issued Bulletin B-4.107 on April 21, 2020, directing insurers who provide individual health benefit plans to continue such coverage until further notice. Coloradans should have access to health insurance during the COVID-19 disaster emergency, and policies should not be cancelled for the non-payment of premiums due to financial hardship or other adverse circumstances resulting from the COVID-19 public health emergency. The bulletin directs insurers to make such accommodations available to policyholders beginning with premiums due for April 2020. The Division is updating the Bulletin to clarify the Bulletin's duration and to include the Division's position on carrier reporting and 2021 plan year coverage.
The Division is requesting informal comments be submitted to DORA_INS_RulesandRecords@state.co.us no later than 5 PM, Thursday, November 5, 2020.
