Emergency Regulation 22-E-14 and Bulletin B-1.37
Emergency Regulation 22-E-14 is effective Aug. 9, 2022 - This emergency regulation is necessary to ensure compliance with HB22-1398. To ensure a smooth implementation, while providing Service of Process instructions, the Division of Insurance is implementing a transition phase from 8-9-22 to 12-1-22.
The guidance in Bulletin No. B-1.37 is pursuant to Section 10-3-107 C.R.S. It is intended for all insurers engaged in the business of insurance in Colorado - both domestic and foreign insurance companies. It does not apply to unauthorized insurance entities, surplus lines carriers, risk retention groups or insurance producers.
The Division acts as the agent for service of process for certain insurance carriers and all non-resident insurance producers. This page contains specific information about how to serve an insurance carrier or producer through the Division.
Due to the events on January 2, 2024, the Department of Law (DOL) has temporarily closed their offices at 1300 Broadway. However, the DOL has set up a temporary office for receipt of Service of Process only. Please read these instructions to use this temporary office.

YOU MUST CALL 720-607-6309 when you are about to enter the building. Let the security guard know you have notified a representative of the Department of Law and they will let you wait in the 1st floor lobby. A DOL team member will come down to receive your documents in the lobby.
Please do not leave the lobby area or take the elevators to any floor.
