Notice of Adoption - New Bulletins B-4.151 Licensing and Registration Guidance for Pharmacy Benefit Managers (PBMs) Operating in Colorado and B-5.52 Payment of Child Restraint Systems in Motor Vehicle Accidents

The Division would like to provide notice that the Commissioner has adopted the following bulletins:

• Bulletin B-4.151 Licensing and Registration Guidance for Pharmacy Benefit Managers (PBMs) Operating in Colorado

Section 10-16-122.1(2.5)(a), C.R.S., establishes that any Pharmacy Benefit Manager (PBM) doing business in Colorado must register with the Division of Insurance, including a PBM that is not directly connected with a carrier. This bulletin clarifies the requirements for PBM registration, including logistics, operational details, and the scope of enforcement under Section 10-16-122.1, C.R.S.

• Bulletin B-5.52 Payment of Child Restraint Systems in Motor Vehicle Accidents

The purpose of this bulletin is to provide guidance to insurers, pursuant to HB25-1179, about the Division's expectations when handling claims in which a child restraint system was in a vehicle at the time of an automobile accident.

These bulletins are effective on August 27, 2025.
